International Committee of the Red Cross (ICRC)

It is an independent, private and neutral organization, that acts internationally to protect and help victims of armed conflicts. The International Committee of the Red Cross (ICRC) has its headquarters in Geneva and has offices in 80 countries. 

It can operate in three different situations:

  1. International armed conflicts.
  2. Non-international armed conflicts.
  3. Disturbances or internal tensions.

In situations of this kind, the ICRC can develop the following functions, as established by the four Geneva Conventions and Additional Protocol:

  • Visits to check the material and psychological conditions of detainees.
  • Interventions in front of the authorities whenever there is the verified need to take steps to improve the treatment of prisoners or detainees.
  • Writing reports after visits, of a confidential nature. The discretion policy allows the ICRC to fulfill its mission, because if the reports were published, probably they will close the doors of the prisons and borders Redacció d’informes, després de les visites, de caràcter confidencial.
  • Providing health care and relief, in addition to providing food and water to civilians.
  • Overseeing the compliance with international humanitarian law (IHL) and act as a neutral mediator.

To act in such situations, the ICRC counts on the Right of Initiative. That is, it can offer its services to parties in conflict, without them being able to allege interference in internal affairs of their country.

The ICRC is also responsible for approving applications for admission to the International Movement of the Red Cross and Red Crescent of the National Societies.
